... 1903, U.S. President Theodore Roosevelt signed an
agreement to lease land, over which "the United States shall exercise complete jurisdiction and control," at
Guantánamo Bay, Cuba, for use as naval and coaling stations. The arrangement proved central to the Supreme Court’s 2004 holding in
Rasul v. Bush that post-9/11 noncitizen detainees could seek redress in U.S. courts.

Artist Gianno Motti has created a monument to the 759 Guantánamo detainees (http://www.lasalledebains.net/index.php)and suggests turning the place into a center for artistic and cultural exchange.
