... 1999, U.S. President Bill Clinton and other supporters of the Comprehensive Test Ban Treaty failed to persuade the requisite 2/3 of the Senate to give its advice and consent in favor of U.S. ratification. The defeat by a vote of 51-48 signified the Senate's 1st rejection of a "security-related treaty since the Treaty of Versailles nearly 80 years" earlier. Today this antiproliferation treaty, monitored by a Vienna-based international organization, has 177 states parties, but cannot enter into force absent ratification by the United States and certain other nonparty states.
