... 2005, at a diplomatic conference, states parties to the 1949 Geneva Conventions on the laws of war established establishes a new emblem -- the red crystal -- that serves alongside the red cross and red crescent as symbols of the International Committee of the Red Cross, the nongovernmental organization charged with monitoring compliance with Geneva law. The move occurred by way of adoption of the Third Additional Protocol to the Geneva Conventions, which entered into force in 2007 and now has 51 states parties, among them the United States.
