News flash: ICC aggression deal

According to Agence France-Presse, the amendment gives the U.N. Security Council 1st bite at determining if an act of aggression has occurred. If the Council fails to act, a matter may be initiated by the ICC prosecutor or by a state party -- though the Council may then stall any such initiation.
