Thirteen is a lucky number, at least for triskaidekaphiles.
Perhaps too for the International Criminal Court?
When the instrument of ratification Saint Lucia deposited with the U.N. Secretary-General this week takes effect on November 1, the number of States Parties to the Rome Statute of the International Criminal Court will be 113.
The number of persons charged so far?

Perhaps the numeric coincidence will bring luck to efforts to execute arrest warrants. Most notably, for Sudanese President Omar al-Bashir.
