On this day in ...
... 1997, in Glasgow, a plan to establish the 1st Scottish Parliament since the 1600s was unveiled. It would set up a 129-member Scottish legislature "with powers to legislate on all mainstream issues of national importance, including health and education." The Scottish Secretary "called on the House of Lords not to delay or disrupt its passage into law." Devolution continued apace, and the 1st Scottish Parliament sat on May 12, 1999.
