1984, in Moscow,
Canada and the Soviet Union signed an agreement to cooperate on research and development in the Arctic. This
Protocol of Canadian/Soviet Consultations on the Development of a Programme of Scientific and Technical Cooperation in the Arctic and the North set the stage for further
exchange programs between the two countries.
