...1950, the Trusteeship Council of the United Nations, meeting in Geneva, Switzerland, adopted a plan by which the city of Jerusalem would be "internationalized". The adopted statute would have appointed a governor with far-reaching powers, and would have included many human rights guarantees and "free access to Holy Places of all religions"; however, as explained in this New York Times article, procedural maneuvers postponed its actual implementation.
