... 1996, in Vienna, Austria, at the1st Review Conference of States Parties to the U.N. Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May be Deemed to be Excessively Injurious or to Have Indiscriminate Effects, delegates adopted an amended version of a 2d protocol to the conventional weapons treaty. The instrument adopted on this day, the Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices as amended on 3 May 1996 -- known for short as Protocol II to the 1980 Convention as amended on 3 May 1996 -- entered into force in 1998, and now has 98 states parties, including the United States.
